LA County Protocol Decision Period Explained

Quartz Hill AYSO is providing this Go-forward Plan to explain how our programs will proceed, in compliance with the Los Angeles County Youth Sports Protocol. There is a lot of information so please take some time to read through it. Think about it and then make the decision that is best for you and your players.

We are aware there are other teams and organizations ignoring or deliberately misreading the county rules. AYSO will be complying with the Los Angeles County directives as written and we are in daily communication with Los Angeles County Department of Public Health to discuss questions and issues as they arise. The AYSO National Office's legal team has also approved these plans for Regions within Los Angeles County.

1)      Children 11 years and younger are not required to complete weekly testing.

2)      Children 12 years and older are required to meet one of the following requirements:
          a)      Provide Proof of Full Vaccination
          b)      (or) Provide Weekly Proof of a Negative Covid Test
          c)      (or) Provide Proof of a Positive Test or Diagnosis within the Past 90 Days

3)      Coaches, Referees, Administrators and other Volunteers working directly with players or others are required to meet one of the following requirements:
          a)      Provide Proof of Full Vaccination
          b)      (or) Provide Weekly Proof of a Negative Covid Test
          c)      (or) Provide Proof of a Positive Test or Diagnosis within the Past 90 Days

4)      Anyone who has previously been clinically diagnosed with Covid-19 is able to participate for 90 days from their first positive test or the beginning of their symptoms, whichever is later.

5)      Testing is Required Weekly, but not on any particular day as long as it is completed weekly. Our recommendation would be to pick one day of the week and stick with it. The Region will be maintaining a Web Page with Free testing locations in the Antelope Valley. We will also be asking the families to help keep our list of Free testing options updated so as to help everyone.

6)      Home-testing that is not reviewed or observed by medical testing staff is not valid under the protocols.

7)      One-time proof of Vaccination or Proof of Weekly Testing Results must be presented to organization staff. We are required to maintain records of verification. However, we are not to keep copies of your documents beyond the point of verification. For those submitting proof electronically, we will delete your email and its attachments as soon as they are verified. These methods of verification are prescribed by LA County and have been approved by the AYSO National Legal department.

8)      Options to Provide Proof:
          a)      (Preferred) Email a picture of your proof to [email protected]
          b)      Present Proof in-person. In-person collection times vary based on volunteer availability, but times will be on our website one week prior.


1)      Each Family and Volunteer must decide if they will continue under these rules. We are asking coaches to make their decision by Wednesday, September 15th. Parents, we are asking you to make a decision by the end of day on Friday, September 17th. These rules go into full effect on Saturday 9/18.

2)      For Coaches who will not continue, please contact Lisa Kimura as soon as possible, but no later than Wednesday, September 15th.

3)      For those Players who will not continue you can complete a drop and refund request using this form Drop and Refund Request Page. As a courtesy, please also let your Coach know. Our Refund policy was amended to cover this LA County Protocol Decision Period and we will provide options for maximum refunds during this decision period (September 12th through the 17th). For those who continue with the program and later decide to drop, our regular Refund policy will go back into effect.

4)      For those who choose to continue, we will assess how many coaches and players we lose and then restructure our program to move forward. Our goal is to keep as many existing teams together as possible, but with the variability of coach and player drops, we will likely need to do a little bit of player shuffling in order to make even teams. Based on Polling we expect to keep 80-85% of our coaches and over 900 players.

5)      We have no intention of turning away any player who is already registered and wants to play this season. We still have a waitlist in many divisions. We will attempt to get those players on a team as well, but only after we complete any reshuffling of previously registered players.

6)      Practices may continue through this week for all. Beginning Saturday, September 18th only those players and volunteers in compliance may continue. We understand starting the testing cycle will require a brief adjustment time.

7)      We will release a Core 6U - 14U game schedule and provide uniforms on or before Sunday, September 26th.

8)      We will begin Games for Core 6U - 14U on Saturday, October 2nd.

9)      We will schedule 10 Match Weeks, with our Core 6U - 14U Season ending on Saturday, December 11th.

10)  For 16U and 19U, the schedule is being reworked and we should be able to get everyone at least 10 matches.

11)   Schoolyard (2017) is already in full compliance with players and coaches and will continue its program, ending Saturday, November 13th.

We appreciate your understanding. We know there are a lot of opinions out there, but we are moving forward in compliance with Los Angeles County, as required by AYSO National, the County, the Cities, and our Field Providers.
